Municipal Councils and the Royal Society for the Protection of Animals [RSPCA] are tasked with enforcing Local Laws and State legislation related to animal keeping and welfare. RSPCA is authorised to enforce the Protection of Cruelty to Animals Act 1986 (Vic) (POCTA Act) and Part 4 of the Domestic Animals Act 1994 in Victoria. In many cases, POCTA Inspectors and Local Laws officers enjoy wide powers to enter, inspect and seize animals from private property.
